Ok well i cant help you with face washing tips but for the smokey eye i use a eyeliner pencil and dab it on after the eye shadow is applied. i put the liner on the tip of my eye then smear it a bit and it look totally awesomeMake up tips for a smokey eye and face wash tips too =)?
Coolest smokey eye effect: just wet a small flat brush (super cheap at walmart) and buy the color you want in a shadow not a liner. After you wet the brush, squeeze the bristles flat you get rid of extra water and to keep the brush very flat and crisp. Run the tip across the shadow and apply it like liner to the top and bottom lash line. Run your finger or q-tip over it to smudge and you are good to go.
