Powder is the best, try Merle Norman, I use it, it's great...:)
Revlon Illuminance doesn't easily wear off. There are little tubes of primer you can put on before applying eye shadow that will help it stay on longer, too.
There are two things you can do:

1. you can use primer. A primer will hold the product on longer.

-MAC has a really good primer called prep and prime.

-the primer acts as a barrier to the oils on your lids and creates a smooth even surface for the application of your shadow.

2. you can use an oil free foundation or concealer over your lid. you want to use a oil-free concealer or foundation because it won't mix with the oils in the cream shadow.

***these 2 options will hold the shadow on longer...however with cream shadows they are bound to crease eventually. So if you see it's starting to crease pat your lid with a tissue to absorb the oils.

Good Luck!!!
i use this and my eyeshadow stays on all day. MAC sells this stuff called eyepaint. put that on your entire eye lid. then put on powder eyeshadow over it like you normally would. it stays on all day and it feels light.
I put a base powder down first, that usually works.

OR

I also use Revlon Illuminance. That's a good one.
dont sweat like a pig then it will stay all good or use mary kay cause that stuff dont ';cake'; up in the creases
put Mac paints on before you put your eyeshadow on
I had the same problem. I started putting foundation/powder on the eyelid first and it seems to work or at least lessened the effect. Try that!
put base powder on and then you put your eye shaadow on and usually that stays if it doesent put a thin layer by your eyes and then you put a medium coat in the middle...that looks pretty and it stays on with out pealing or falling off or any thing like that
There is this stuff by Urban Decay... can't think of the name... but it works wondesr
prep your eyes with some concealer and/or foundation then powder... careful to dab around the eyes that skin is very fragile and use a nice %26amp; clean brush for the loose powder (translucent is better) then apply your eyeshadow. Again, good %26amp; clean brushes will do the work.
Most cream eyeshadows do this. You can try using foundation %26amp; powder on your eyelids as a base, but creams are still tricky. MAC Paints is the best one out there as far as staying power.
make sure u use a primer first.

its a cream based thing u put first then the cream eye shadow.

theres a good one a MAC. just tell the make up guy :PRIMER.

see ya...
