use your cover sheet as an introduction using personalized stationary with your picture on it!! A tactic often used in broadcasting....specially on air radio.....works too!
Get the attention of the reader in the first few lines. Perhaps an opening section with a few lines about you, your attributes and your what you are looking for (keep it down to three or four lines though). Employers will nearly always get far too many applications and they wont even read them all through initially. They will scan over the opening few lines and get rid of those that are not eye-catching just to get the numbers down. It's sad but true that many people who are sufficiently qualified to do a job, often don't even get past this stage because of the volume of respondents. Get yourself noticed early on! From then on it's up to you, good luck!
Work on the cover letter. Research the heck out of the company you are sending the resume to. The resume is just backup so the potential employer can see where you've worked, if there are any empty time spans, if you've got the education and/or experience for the job.
print on cream paper, be careful of how to use bold fonts, this will dictate the reader's eye.

I recently took applications for a positin. Use a different color paper...but not flurouscent. Like a pale blue or something soothing. It will stand out immediately and be read, be very inquisitive when you go turn it in. Ask a lot of questions about the job and seem like you really care about the answers.
